Do you want to make our beautiful state even better? At OIT, we provide secure digital services that put Coloradans first. The IT Directors are IT leaders and strong partners with agency product directors, and all OIT teams. ITDs understand how an agencys business and technology functions come together and how these two aspects integrate with the user journey. This knowledge will allow them to put together a comprehensive and holistic technology plan for the agency which includes a 3-5 year timeline. The IT Director will think strategically, critically, and creatively to present optimal solutions across the states technology stack. The IT Director must possess deep technical expertise while achieving strong value from the agency portfolio.
In this role, you will...
Lead consulting team Create, maintain and empower a strong consulting team serving the agency (IT Portfolio Managers, Solution Engineers, Business Architects, Technical Leads Project Managers, etc.) and carry out strategic vision. Actively manage and ensure delivery on operational activities for agency priorities.
Align agency & OIT strategy Create a strategic IT plan for how OIT will serve the agency based on the vision, priorities and goals of the agency. Influence and guide agency technology strategy. Proactively plan resources, business solutions and business outcomes in partnership with the agency product director. Understand an agency's strategic goals and technology needs, assessing alignment with OIT's service offerings and capabilities, to maximize partnership opportunities, bridge gaps and mitigate potential risks or conflicts. Create and maintain a communication & engagement strategy (external & internal).
Drive execution Work within OIT - identify and bring agency needs and challenges into the fold so that projects and issues are addressed proactively and responsibly. Work within the agency - take ideas and signals to agency partners to prevent shock and operational dysfunctional impact driven by OIT changes.
Apply financial expertise in decision-making Bring expertise and leadership to your agencys financial drivers for technology. Be adept at how to leverage and optimize supplemental funding opportunities and be a technology funding guide for the agency product director. Demonstrate proficiency in Real Time Billing & IT spend (includes ensuring the agency understands the OIT financials). Lead current and future fiscal year utilization planning and drive timely participation by agency partners. Establish and maintain awareness of procurement paths and options & provide leadership. Establish and maintain awareness of contracts paths and options & provide leadership.
Foster connections and effectively influence stakeholders Build and maintain strong relationships based on mutual trust and understanding to position the ITD as a strategic partner, not only with the agency but also across OIT. Within OIT, celebrate wins, assume positive intent, challenge assumptions, proactively identify and resolve gaps. Support team growth by providing learning opportunities & sharing expertise and important information about your agency and its vision and goals. Within the agencies, celebrate the wins, challenge assumptions, proactively identify and resolve gaps. Build the IT Director and OIT brand at all levels of OIT and the agency.
Minimum Qualifications, Substitutions, Conditions Of Employment & Appeal Rights
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
Minimum Qualifications
This is a skills-based job announcement. The required minimum qualifications and/or education (if substituting for the proven experience, knowledge, and skills), are as follows:
Twelve (12) Years Experience In Any Combination Of A technical IT discipline IT portfolio/program management leading programs/projects within IT and with external providers IT process and governance Business relationship management Technical or business product ownership Technical or business strategic road mapping, planning, and delivery
Ten (10) years IT management experience Leading professional and technical staff. Translating organization mission and strategy. Operating in a matrix environment and with geographically dispersed staff service delivery management. Vendor and contract management. Relationship management. Senior level leadership and working with groups of senior executives (C-Suite, board of directors, legislators). Financial management or oversight with an understanding of budgeting processes and accounting processes.
Substitutions
Additional appropriate education will substitute for the required experience on a year-for-year basis, but cannot completely substitute for these qualifications.
Training or Certification related to the work assigned to the position will be assigned credit towards substitution for experience and/or education, but cannot completely substitute for these qualifications.
If the minimum qualifications include a degree requirement, additional appropriate paid or unpaid experience will substitute for the required education on a year-for-year basis.
Preferred Qualifications Public sector work experience. Relevant IT certifications (e.g., PMP, Scrum, ITIL, ADKAR, Lean, Six Sigma, etc.).
Conditions Of Employment
OIT employees must comply with any screening procedures in place at state entity locations where they might be required to perform work.
A pre-employment background check will be conducted as part of the selection process.
Positions supporting some agencies such as the Department of Corrections and the Department of Public Safety will also require a pre-employment drug test.
This position may require travel within the specified geographic area, and to locations across the state as needed.
Supplemental Information
If this posting indicates remote from anywhere in CO in the title, periodic reporting to the primary state work location designated for the position is required. All remote work must be performed in Colorado.
While candidates from out of state will be considered for this role, the candidate selected for the position must relocate and reside in Colorado on the first day of their new position. A reasonable timeframe for relocation will be established on an individual basis, while considering business needs, and determining a start date.
